Abstract
Il saggio affronta il tema del mercato del lavoro che cambia per via delle profonde trasformazioni originate dalla quarta rivoluzione industriale e bruscamente accelerate dalla pandemia da Covid-19. I preoccupanti livelli di disoccupazione, soprattutto giovanile, richiedono una riforma strutturale delle politiche attive del lavoro capaci di tutelare la persona in tutte le transizioni della vita. La formazione è il perno di un sistema di tutele efficienti solo se pensata per l’occupazione, ovvero per costruire una professionalità nel mercato del lavoro che garantisca la occupabilità e il diritto all’apprendimento permanente tra percorsi di alternanza e certificazione delle competenze.
Training for Employment in the Changing Labour Market
The essay addresses the issue of the labour market that changes due to the profound transformations originated by the fourth industrial revolution and accelerated by the Covid-19 pandemic. The worrying levels of unemployment, especially among young people, require a structural reform of active employment policies capable of protecting the person in all life transitions. Training is the centre of a system of effective protections only if it is designed for the employment, to build professionalism in the labour market that guarantees employability and the right to lifelong learning between models of alternation and certification of skills.
